NBA: Stein - ranking the offseason moves in the Western Conference

The column is a couple of weeks old I know but I'm only now finding opportunities to get into the NBA picture.

What we have is a ranking of all the teams in the Western Conference in terms of their off season moves. Which team had the best summer according to Mark Stein of espn.com? Which had the worst?

I'll post the Eastern rankings in a bit.
